Was James Sunderland ever in the military?
I was curious because the jacket he wears is a military one used in the Vietnam war. I never played the second Silent Hill before, but I thought James jacket looked cool and I found out it is apparently a military jacket so it made me curious.

No. He just wears a jacket

Who knows, maybe. The jacket itself is basically the jacket Tim Robbins wears in Jacob's Ladder though, that's where it came from:

The jacket is supposed to be a reference to the character in the movie Jacob's Ladder, as referenced above me.

I think James was just an ordinary guy throughout the years and if I remember correctly, he was just a clerk.

James could not have been in the military shooting guns the way he does.

In the remake he might just end up being an expert marksman though because I expect a copy of RE2 in terms of gameplay. :D

At least it will be better than the terrible combat that the original SH 2 had.

Honestly a combat rebalance regarding shooting could end up helping the gameplay. The original game kind of needs the RNG of the (in)accuracy mechanic because on normal difficulty the game just showers you in ammo (even on hard really). Like I'm pretty sure that you can just shoot everything without ever needing to worry about running out.

So if Bloober manages to balance the ammo out and they make melee hard and risky enough that ammo suddenly becomes this valuable resource that can get you out of sticky situations with then sure, make the shooting more accurate. Hell, even spice it up with a weak point system.

The entire point is for the combat to be clunky...
