I had recovered some time ago from Gamestop SH HD Collection for Xbox 360
Which included Silent Hill 2 and Silent Hill 3 in HD version.
I bet it will drop below 60 fps in some areas even if you have the recommended specs for the game.
I played The medium before which is run barely over 60fps with recommend spec. They make a great game but not optimization.
UE5's Lumen allows for software raytracing without dedicated RT cores, that's why the requirements are high but don't require an RT card explicitly.
Will it run? Definitely yes.
Will it keep locked 60 fps at 1080p? Ask Bloober Team :D
Lazy,incompetent devs.
from the Store Page:
Apparently with a RTX 2080 you will have to play it at 30 fps if you want High settings
