Can't Download

I've tried rebooting Steam, deleting the files and starting over, resetting my router, everything I can think of and this game will not download properly. It will download a few MB at a time and then drop out of my download list. I bump it back up and it does the same over and over. It's just Inversion, I've tried other games and they download just fine.

I know this isn't really game related exactly but has anyone else run into this? Any advice at all?

Other games can be downloaded (there is a purchase section), but this game doesn't.
