I have character on eu server rahkan or something like that but its been years since i played,i wanna play on steam so can i play with my character on steam?

Yes! Steam downloads the base version of c9 and the launcher, and then upon opening the application, you will install the rest of the updates. At that screen you will be able to log in to your old account. :)

but steam doesnt count hours or its not keep running on steam

Yeah. Because steam only recognizes the launcher as the game, it fails to keep track of your playtime.
