The website, when you go to download game clearly states the following:
"Nexon America is committed to servicing Mabinogi for North America, Europe, and Oceania regions. If you are trying to connect from other regions, please find your localized version of Mabinogi from the list below."
So all the Russians I'm playing against in Dota are all actually from NA?

Might want to clarify what you mean.
As it stands, the contract Nexon made with Steam actually only acknowledge NA, I believe australians are also cut out from the deal, but dont quote me on that. I dont rightly think someone is "at fault" for the way things are currently, putting Mabi on Steam was an experiment, and it was probably not a bad decision to start small. I do think however the contract should now be expanded upon, now that it's set up and working. Again however, I have no clue on how that would work on the paperwork.
