Can't use Tin's magic stone?

I'm early game and Duncan is telling me I have to use Tin's magic stone to advance, but when I try to use it I get an error message telling me "You cannot enter while another Shadow Mission is in progress." I've just been doing the tutorial quests as they come up, so I have no idea what could be the issue here. I've tried waiting a while before trying again, but it just keeps happening.

Edit: I have also tried checking my quest logs, there are definitely no other quests in progress on my end.

I don't know if anyone needs it but I found that using the shadow mission stone in Tara fixed this issue.
