Is there a way to move the action bars?

I just started playing and the action bars are up in the top left of the screen.

Is there any way to move them? I can't seem to figure out how.

The skill bar on the top left is there to stay I'm afraid. The extra skill bars, however, can be moved around if you so choose. For example I have mines here: https://i.imgur.com/eGaSO6j.jpg

To access extra skill bars: Menu > Options > GAME > ETC. > Show Extra Skill Slot 1 or/and 2. You can position it and even lock it in the options if you so choose.
