I just beat Mon and cleared Cif's run. I got a "Fin" after the credits which gives the impression that I have completed the main story, but I kinda doubt that. What else do I have to do? Or is this really the conclusion to the whole story?

Please no vague comments or subtle hints, I would appreciate an explicit direction on where to go or what to do because I'm lowkey ready to be over with this game, lol.

Here is a set of very explicit, unsubtle, spoiler-filled instructions.

1. Start a run as Gray or Lillie, making sure to begin with all 3 burdens.
2. When you reach Tail's room (B030), touch the out of place statue 23 times and then wait 23 seconds. The statue will be destroyed allowing access to Tail's tail - slash it with the Void Blade.
3. Use whatever means necessary to reach Gor's room (B143). Talk to her until you can slash her with the Void Blade.
4. Use a black idol to return to B001, then get to B023 and exploit the UI to get to B000. After this point, do not die or you'll need to become VOID and use the black idol again.
5. With the item acquired in B000 after killing the two, get all the way to the "true" B227. Using it, remove every tile and fall in.

Wait, how do I exploit the UI in B023?

1. Get yourself down to zero locusts. (Be careful!)
2. Walk onto the UI (you can do this in many levels, B023 is just the first and the easiest)
3. Grab the UI tile containing the number "00" and put it somewhere else
4. Grab the UI tile containing the number "23" and put it in the hole where "00" was - this grants you 23 locusts!
5. Grab the "00" tile again and put it next to the "B0" tile, thus setting the level number to B000; you'll instantly warp there.

Very helpful trick for getting around the tower looking for clues and such

But isn't B023 surrounded by walls? I know I can walk onto the UI in the tree levels when there is nothing stopping me from reaching the UI, but B023 is a mural room with walls? I'm legitimately confused lol.

Oh lol, whoops, I didn't remember exactly what the room number was, I had assumed they had it right. It doesn't really matter which room you do the UI manipulation from as long as it's before B100, so any of the early tree rooms will do just fine

Instead of using the black idol, you can get to the next mural room and enter a mural for a floor that is less than 100. The mural room after GOR is mostly glass tiles which makes this viable.

And just to clarify, I can't use infinite locusts for this thing, right? I can only reach B000 via UI exploit, and I must have 0 locusts to reach that, right?

You can't use infinite locusts since you need the 00 numeral, yeah. But you only need to avoid dying until reaching DIS' domain - running out of locusts while inside and eating the fruit is A-OK. If you die on accident before getting there and still have 0 locusts, you can ALT+F4 before the death animation is complete.

I've gotten to step 5 of this, yet I cant seem to progress forward.
The rock just says I have to kill the traitors, yet I've definitely killed gor and tail, the only one left I can think of is Mon but I went through where mon was in cifs run and she wasnt there. Am I missing something obvious? I also tried pushing her down in floor 3 but that didnt work either

You may be overthinking it; as a hint: The rock is there to tell you what must be done in the current room.

Two ways. One easier than the other.
Play as normal, follow Mon into his domain and defeat him.
Grab the B tile on the UI to go beyond the Void and follow the shadow.
If you reached the white lady, you have completely missed Cif's final sequence. Reset with the idol and follow the footsteps around B180-B190.
