FPS being capped off at 30 on high end PC?

Okay so I have a brand new high end PC and decided to put things on max and I get capped off to a solid 25-30 fps while others say they get 60.

When I put it on low it just stays at 60 I run games like FFXIV,LoL, DotA 2 Mass effect etc at 60 fps except this and this isn't a very graphically demanding game.

Whats up and How do I fix it? my specs

I believe there is an option that caps your FPS under game options

I fixed it, Not sure what the issue was it just ran better once I was in an actual dungeon.

FPS is terrible in towns because of how the game renders characters. Changing to an empty channel will get you 60 frames in town. Which is really only necessary for the hotspring.
