I can't download Vindictus

So I found Vindictus and saw that it was free so i decided to download it. When I clicked the green button that is supposed to download, all it does is refresh the store page and check for steam updates. WHY CANT I DOWNLOAD THIS DAMN GAME

hmm it shouldnt be region locked if you are NA can you screen shot the error or something when you try to download outside steam.

It literally says "Region blocked"
the dumb part is that i can download it but cant play it on nexus. steam however wont even say that its region blocked, just reload the store page
