the usual region locks i guess

never any problems here in EU. or well, suppose that's wrong considering Holland.

steam is fine.

problem should be easy to solve with some investigation where local restrictions are taken into consideration. go to the vindi discord.

ppl use VPN's and try to connect to server on other side of planet. where the actual problem is who knows, but fact is that it all works so the problem is primarily on your side. i know thats hard to swallow considering steam giving error. steam is merely following nexon's and regional laws. can't blame nexxon if your country have banned the connection.

I live in EU and now i use Nx launcher all fine. steam still 404,

This little detail, from the lack of them..:

"The page you requested may have been moved or deleted."

This may indicate that your steam/vindictus install is corrupted and don't have thorough access to files. You should manually clean steam install after uninstalling it. There are software that can do this for you, not recommended.

It's likely that the connection address have changed, but your steam is holding on firmly to the old address. Your access rights and antivirus may be key components to the issue.

Am curious. Where your steam is installed, when was that drive last wiped?

I have found the solution, at least for myself. The problem comes from steam language settings. if you switch it to english, it works perfectly. It is linked to a script in the folder that execute the launch via a command that depends on your language settings. It didn't work for me when I chose Chinese, for example
