weaponsmithing craft's are binding

I've been increasing my Proficiency at weaponsmithing recently and often the crafted weapons have a binding status applied and so are unsellable. This isn't always the case however...
So far, I have not worked out the rule of thumb of when an item will be binding and when it won't be. Does anyone know?

Except by default, there is no guild storage unless you pay nx for it. So they have covered this as well. Me and a few other free to play friend made a small guild, but have no storage on it.
