Also you really don't need to spam treasury as EI gives a decent amount as well in the dead cactoid curios. I personally don't go to treasury early unless there is a trinket I want or I need a big money injection.
The clinic isn't even that important early game. You should prioritze matakh for the "stagecoach" upgrades. You can just ditch weak characters if they gain too many bad quirks or you take them to the caverns for easy quirk removal. BR has so many quirk removing curios that you can keep your characters almost clean of any negative quirks if you really want.
What other combo would be acceptable? I wouldn't want Skills and Blacksmith to be linked up with Valors. Maybe Amber for Clinic?
Your priotization is also weird since you said getting people in good gear is a priority, but it is not. Characters are free and can become a detriment early. The amount of characters is limited, so upgrading this is a priority.
I honestly wonder if you maybe struggle with gold as well early on, because my experience so far has been vastly different from yours. You really don't have to grind one region more than the others.
