At the beginning of the game it is very difficult to play at night.
You don't have a reputation for buying custom parts and installing a flashlight on your weapon as a module.
Not to mention the fact that you can buy NVGs for just one fraction out of three.
To solve this problem, add the flashlight to the store as a separate "weapon" that can be purchased by any faction at the start and used in the melee weapon slot. Even if it means using a gun or a flashlight.
By the way, a separate hand-held flashlight can be more powerful than a small under-barrel flashlight. So that it would be useful not only at the start of the game.

Also, flashlights arent hard to come by in mission. JUst look around for every scrap of loot, check bad guy guns, etc. Its not hard to stock pile flash lights. ACPL and FL are the flashlights.

different factions sell different items to keep you playing. if you unlocked EVERYTHING as soon as you maxed 1 faction the game would be over, you have everything. flashlights are a pretty common attachment to find, and like previously mentioned, you can chose what time you deploy so if you dont have any night equipment yet, simply dont do night raids.
