But it kinda sounds like a hardware issue. Do you by chance have a gamepad at hands? Because you can also navigate in-game with a gamepad. I would try to unplug the mouse too and instead just have the gamepad attached and see if it still happens.
But I'd totally understand if this is too much of a hassle for you. You can however always use the official support forum, support.raceroomracingexperience.com and report a bug ticket via the "contact us" tab. These tickets will get answered and maybe they know of another sollution.

Can't even go through the menus without being extremely annoyed and altF4 usually is the way I exit.
FFB is all over the place, can't even tune, set keys etc. Why did the developers make a mouse only menu?!?!
It was always like that in Simbins titles and there are many PC-games with mouse-only menus. (Which doesn't make it any better for you, i know.)
Just a thought: Did you guys in any way overclock your rig?
As I said, report it at the official support forum if you will, maybe the devs know of a sollution.
Yeah, pc is overclocked.
I have a few input devices so though it could be one of them but while ingame I disconnected them one by one and in the end even with the mouse unpluged the cursor was still moving up.
I don't know if unplugging after launching the game is too late, could be. Maybe try to start the game with the mouse unplugged, by using the keyboard. Oh, do you have a high-end mouse that comes with custom drivers? Maybe those drivers are the cause?
Again, this error sounds weird, I don't really know how to fix this, just throwing in my thoughts hoping it might help.
