Don't quote me or anything, but it wouldn't make sense to put liveries in the store AND give us the option of having our own.
Interesting idea. But with that system can you change the livery in the games menu like you can in R3E atm or are you then bound to using your custom one?
As much as I'd like to see custom liveries in R3E, I don't think something like this would fly with R3Es model, too open for possible copyright issues...
What could work from my pov is user submitted liveries. Users, teams aso can submit their custom liveries to Simbin and they are published on the official platform after approval from Simbin. I think that would be the most realistic scenario.
That custom livery is bound to the car until you either change it(create a new one) or delete the file that is supporting the livery. Then it resets to the iRacing default livery.
Neat idea. Though, would these then mean that SimBin would charge for the download of such liveries, as you are no longer buying their own 'in-house' liveries?
The way I imagine it, no, these would be free of charge, they would be original creations of "the community" after all and merely be distributed via Simbins platform... =)
I'm not a dev nor a coder so I don't know all the ins and outs but I think with this system it could even be possible for teams/leagues to have their own unique liveries which could be made available to team/league members only (if that was wanted), which would give it a nice individual and exclusive touch.

This is all that's been mentioned in terms of public/3rd party APIs so far, but it is a start. Custom liveries are one main concern for the sim-racing community and Simbin are well aware of that, so I think (hope ;) ) tey'll come up with a decent sollution.

are a realistic scenario.
It doesn't jive with their business model.

I'm presuming that you don't think that everyone else has the maturity to not put such things on liverys. iRacing, to my knowledge, doesn't have any bans/rules imposed on the liverys that you can race with. That being said, everyone I have ever raced with on iRacing has always had the up-most respect and maturity. -Maybe this is the wrong community for such ideas to be given.
Oh well, I think nobody wants to lose his expensive subscription for iRacing. ;) But seriously, I don't think a model such as iRacing is aimed at such a broad audience as R3E. And I wouldn't be too sure about inappropriate liveries problems never occurring on iRacing, just because it isn't discussed broadly doesn't mean it doesn't happen, maybe it's just dealt with quietly.
