Well, that didn't help much. ;)
Not sure where to start with this one, maybe it'd be best to check generics first:
Verify the game's cache files.
Run Steam and R3E as Admin.
Make sure no firewall, av or router is blocking communication.
Update all redistributables (directx, visual (vcredist.exe), .net framework)
Make sure you have Internet Explorer 8 or higher installed as it is need for the portal to work.
Were you by any chance a beta tester in the past? Just asking cause this might lead to you having the wrong game build installed.
What OS are you using?

Any issues with this account maybe? Did you try to create a new one, see if this works?
Nope.
I don't konw what the problem was, but it's gone. I tried it again, and it worked... very odd.
