You go to the raceroom store and buy Vrp ( Virtual racepoints ).
You get 10.000 Vrp for 65 euros and for 9999 Vrp you can get premiumpack with all current content. If you want to buy premiumpack through steam it will cost you 100 Euros.
About the difference in sims; probably Force feedback feel, racesounds are awesome,graphics better ( will get Unreal engine 4 update later ).
The game isnt moddable and you need to be connected to internet all the time. Doesnt have weathermodel and daytime model yet.
For me the last 3 dont bother me and i thoroughly enjoy the game, its immersive.
I'm a low-budget gamer so I can't afford to just drop 65 Euro, or even USD in my case, as SuperEgo points out is the best overall deal. So I buy an item here or there as I'm able to afford it and will eventually round out my needs and desires over time that way, but I'll buy packs and such when I can to save some money, obviously.
But yes, the biggest difference between Race 07 and RaceRoom is that RaceRoom is an MMO-style of racing game with a Free-To-Play model. That means you get the base game with 11 car models 4 tracks for free. Of the 4 tracks, 1 is a hill climb course. The other 3 are road courses with a total of 11 layouts in total. From there you can buy additional individual cars, individual car pack, a pack containing an entire class of cars (Group 5, GTR1, etc.), even multi-class car packs like the Legends pack that combines GTO, Group 5 and Touring Legends in one pack. Stuff like that. Also individual tracks or even the various track packs such as American Track Pack, European Track Pack, etc.
I bought the Starter Pack which comes with a dozen cars and 5 tracks. That was a great purchase and cost me less than $10 USD. Now it's gotten me hooked bad so I'm already planning more purchases here and there in the future of certain cars and certain tracks I want to add over time.

Also take a look at the RaceRoom store. It lists every item in the game by category and you can quickly find what you want by various sorting options such as finding cars by class, or manufacturer, etc. Sort prices low-to-high, etc. And don't forget, they also have periodic sales where they may throw a discount on a single track for a week. Or a car. Or other item in the store. So be sure to check the Discounted Items sections for occasional sales. Plus they also do the Steam Summer and Winter sale stuff too, which is great.

Lastley, some of the stuff you will not find in RaceRoom, some of which wasn't in Race 07 either... no night racing, no foul or changeable weather over time as all racing is done in pretty fair weather, no 24 hour cycle for 24 hour races, no AI co-driver despite the fact the ADAC addons add the mandatory pitstop driver change time length option but only AI cars change drivers.
So basically what you get is a GT racing game primarily that can allow you to run long endurance events up to 600 minutes (10 hours) or 600 laps (some tracks will take way more than 24 hours to complete 600 laps, so be warned).
They have already been working on a multi-class single player option for the game and have shown off the progress of the AI for multi-class racing in at least one YouTube video so far (Road America Preview).
They hinted in print interviews on the internet of eventually expanding it further to include random/dynamic weather, night, 24 hour race possibilities, etc. to fully flesh out the game further. All of that is down the road a ways still, but something to keep in mind should you decide to put money on this game or are wondering about it's long-term future. I'm hopeful it will be around at least a few more years, even longer. :)
i recently started getting into STEAM gaming last winter and I caught Race 07 and their huge bundle of other associated packs and other same series racing games such as the GTR, WTCC, etc at a great sale price. Each are fun to race on the different tracks with the different style cars.
I then caught several of the big racing games on some great sales such as Assetto Corsa, Project Cars2,Rfactor2, and a few others.. Got these after seeing all the free 3rd party MODs that are available for each of them. i do not do Iracing cause of the cost of it I am like you, I try and catch the great sale pricing of games when they come around.
I used to do allot SIM racing online back in 1990s with Nascar 2003 and 3 other games, so STEAM gaming has gotten me hooked and back into racing games again

Anyways, I got back into sim racing cause I got hooked on that Motorsport Manager game. Fine game there and a lot of fun just being a team director. But it also gave me the itch to go sim racing again. So here I am, lol.
I plan to download the RaceRoom this coming weekend. RaceRoom does support my Trackir 5 headmotion device so that will be cool to test out.
Race 07 is a cool game, but some of the speeds of the cars are unrealistic (too fast) plus not much in physics. It does support Trackir also, but the cockpit views are terrible which they have you looking through the helmet of the driver which has large decals top and bottom and a very narrow track view in the center. So i try and do a hood view with these games. I dont know how a real driver can drive like that.
i have watched a few RaceRoom youtube videos to give me a feel of what it is. Looks like allot of the track content is geared around overseas GT series. They do have the Road America track which is close by my location. Another favorite track is Brands Hatch. Not a whole lot in US tracks though that I can see, but I have other games that provide them to do the Indycar series.

Race 07 was good for its time but now is clearly showing its age. RaceRoom is a big step up from that in my opinion. So much better looking, 'feels' better in terms of how the cars handle and physics stuff and I've found it to be a surprising amount of fun.
Just wish there was more people online consistently. Mainly see a lot during weekends but when I play (usually late at night USA-Eastern time zone) during the week I'm often doing it late and west coast USA is winding down and Europeans are just waking up, so there's 2 to 3 hours where I'm lucky to find 5-8 racers on, lol. I should really play more during the day then do my single player championship races during the slow times, lol.
I was kind of curious on your one paragraph talking about the Ureal Engine for the game so I did some quick searching. I also did a search on if there was a GTR 3 game in the works and below is what I kind of tied together in my findings.
Will there be a GTR 3 game?
I did a search on GTR 3 and it let me to a forum on RaceDept.com which deals with Mods and news items. They start out with a big announcement at the end of 2017 about GTR 3 coming in 2018 by SimBin which was last year. This was to have the Unreal Engine also.
In the same Announcement: That took me to another link which at the very end of the forum a user stated that the GTR 3 project was sold or transfered over to ACC. And I said to myself what is ACC???
Ah Ha, GTR 3 is now going to be called "Assetto Corsa Competizione" which is a GTR3 series racing game coming this fall or winter and will be driven by the Unreal Engine. It will have all the tracks and cars of the 2018 GTR3 racing series and only that series. There will be 24 hour racing, night day, weather, laser scanned tracks, and other things in this game. The developers were interviewed on youtube just recently.
There is a website on this new ACC game if you want to read about it, Problem is for you, this will probably be a 60 dollar game when it goes on STEAM.
So I didnt see anything on RaceRoom getting Unreal Engine but I did see the July updates.
That is kind of whee everything has lead me so far. I knew about the new ACC game but didnt tie it to the GTR 3 game until now. if you find anything about RaceRoom also going to Unreal Engine, let me know.
Next question is, those racing GT series in RaceRoom online, will they switch over to Assetto Corsa Competizione when it comes out. Time shall tell on this.

That's one thing I love about RaceRoom, it has quality sounds without question. I've been test-driving the Ford GT GTR1 recently as I plan on making it part of my next purchase. That car just sounds so awesome and so real inside the game! Very impressed test driving it, not to mentino the fact it feels like a well-balanced car that suits my driving style. But yes, getting it wound up and engine roaring to life as you let it eat up the track, that throaty roar never fails to bring a smile to my pace on a hot lap.
Also, PCars 1 I really liked the demo of but heard of a lot of teething problems with the game. But yes, their graphics are very good. I still haven't buy into the PCars series yet and not sure if and when I ever will, lol. Waiting to hear more concrete information on GTR3! Would love to know a confirmed release date, lol.
If I may add a small wishlist for RaceRoom.
1. I'm a fan of vintage racing as well as modern racing. I enjoy the Group 5 cars even though I struggle to keep the Corvette I own on the track, lol. So for RR I'd like to see some more vintage added since it cannot really carry on some of the now defunct series cars anymore, such as WTCC. Or will WTCR be coming to RR in the near future?
It's said that the 1970 Trans-Am series was one of the greatest years in sports car racing history due to the fact you have all of the American manufacturers competing against each other for the first and only time ever, but they were joined by the European titans like BMW, Alfa Romeo, Fiat and BMC. And then you had the legends driving those legendary cars. Sam Posey, Mark Donohue, Parnelli Jones, George Follmer, Peter Revson and many more. It was not only a Who's Who of cars, but of drivers too! I would love to see some of those cars in RaceRoom! Mustang vs Camaro vs Javelin vs Challenger vs Barracuda. Ohh... <3
2. Ability to swap out with an AI co-driver for long endurance races. That's one thing that appealed to me while playing the PCars 1 demo, could let an AI co-driver takeover and run for a while when I get tired and hurting. I suffered an injury some years ago and had my C5-C6 vertebrae fused together after the disc was replaced with a titanium model. So in longer races I really get to hurting in my neck and shoulders and have to take breaks periodically. I have managed to go the full distance in 70 minute races (simulating modern Trans-Am rules of 100 miles race distance) but it's hard on me at times and I sometimes take a bit of a break during the mandatory pit-stop window which I can do in single player championship mode, haha!
3. I know weather is coming eventually. Another thing I liked about PCars 1 demo is that it actually simulates the current real-life weather conditions and can even replicate historical conditions form the past. That would be a nice feature to add to RaceRoom too. As it is, RaceRoom already kind of reminds me of the staying power of Flight Simulator X with how it keeps expanding and getting better over time and FSX has the ability to do the real-world weather conditions too. I think RaceRoom is strategically placed already to be the "FSX of Racing Simulations". ;-)
I know day/night cycles are coming too, so no need to add that. But just glad to know the future still looks bright for the game. About the only thing that really intrigues me is in some of the chatter in the links you posted has people wondering if RaceRoom will remain a stand-alone separate game or if it will be integrated with GTR3 at some point. I suppose that's something to look forward to finding out too!

No additional news from SimBin on GTR-3 since early 2018 but there is still a SimBin website. Time shall tell whether also a GTR 3 game still exists.
