What hardware do I need.
I'm looking into buying a new pc for this game and some other racing sims like Asetto Corsa. I'm gonna run it on a 34" 3440x1440p monitor or a 40" 4k monitor.

Is a 7700k with a 1080 mega overkill or just a bit to good to be future proof?

other specs will be Samsung 960 evo ssd, 16gb ddr4.

its fine for some years to come. i have an i7 4790k and i changed only gpus for the last 3 years...yours is/will be just a tiny bit faster...not sure with 4k. maybe it will do fine but not with astronomical fps :)
Can I get 60fps in 4k ?
Running 4K is gonna need as much horsepower as you can throw at it.

This game is not graphically demanding. For example, it runs at 60fps in FullHD on a 460 GTX videocard on medium settings. 3440*1440 has 2.4 times more pixels than FullHD, 4k has 4 times more. I'd say 1080 is overkill, I suppose even 1060 6G can do the job.

Mind you, they get a nicer engine in the future. Probably then you need a beefy pc.

Definitely overkill, but being futureproof is never a bad idea when building a new PC. Put it this way, I'm running the game with all the max settings, aside from only using 2x AA, on an ancient pc build with an Intel Q6600 @3ghz, AMD R290x 3gb, and 8gb ram...and it runs very smooth...I start to notice some framerate dips with a 20 car single player race, but nothing unplayable.

Mind you I'm only running 1080p, but I am going to soon try a 3 monitor eyefinity setup and see if the old rig can still hang...

I wouldn't call R290x ancient in terms of performance, it shows results equal to 1060 6G in 3Dmark.
4790K is a great CPU. Still stands up to i7 6x00 series well. Only about a 15% increase with some of the newer processors so not worth extra.

In general, based on experience, avoid AMD GPUs. Did R9 290x (eventually 2x in crossfire), did the AMD cpus. They just don't live up to their spec. They are good items just not for simulation or demanding gaming.

A used, liquid cooled 980ti can be had for a reasonable price, or a new 108ti. No sense going halfway since you may end up on other sims and the nvidia is generally a better performer as are Intel CPUs. 980ti will run triples at 5760x1200 (or 1080) in the 150-200fps range. You need monitors that can keep up.

Ive been Gaming since the first pong gaming console. Had cards from both AMD(ATI back then ) and Nvidia. I never had problems with any of them ( just a fan issue from MSI on gtx970). To say avoid AMD GPU is nuts, just get the right card for the right money regardless of brand.

I still remember ATI Radeon 9700PRO, killed the Nvidia cards, loved it.

No it's not quite nuts. It's fairly well known that AMD have had issues with many titles simply because Nvidia forces the market significantly. When they have proprietary code, offer their people to gaming houses and titles are optimized and tailored to nvidia, it's no surprise things run better on nvidia.

R9 290x then eventually 2 in crossfire and rF2 struggled to get 50fps with all the detail off and every possible tweak. Atlanta MP, with AMD 18fps! Yep a whopping 18fps.

Switched to nvidia and without changing anything, I've locked the frame rate at 90fps. I've since turned all the detail up to full, and have run full grids of 40+ cars and it's super smooth.

The AMD GPUs also won't run ARMA 3 well struggling with 15-30fps at best in several scenarios, had issues with iRacing with an ever present stutter, Red Orchestra 2 had issues with slow frame rate, pCARS was impossible (this is where a good part of the whole nvidia manipulation was uncovered was people pushing for answers on the pCARS forums after their Ponzi Scheme started ♥♥♥♥♥♥♥ up, this game had issues with AMD struggling to keep 50-60fps while with the exact same setup using intel and nvidia I'm at 150-200fps. Every problem went away with a simple swith to nvidia. Sorry. Hands on facts.

I ran a 290 on Rfactor 2 just fine with way better performance then what you are claiming. Also ran Arma 3 just fine at 60 fps, also ran Pcars just fine, also ran Red Orchestra 2 just fine, also played Iracing just fine. Both Nvidia and AMD work just fine, they both make great products like SuperEgo said. So the problem was probably just you.

Or not. Blaming the end user is not always correct, PC is a known mess regarding both hardware and software; randomly occuring problems isn't something rare. AMD was known to have issues more often than nVidia and Intel in games, I haven't seen proofs it's not the case anymore these days.

never mind. Same BS stories for the last 15 years.

I didn't claim there are no proofs, I said I haven't seen them. In fact, I'd be happy to see them, if there are any, since you look like a guy who followed the topic for years. Intel and nVidia need a solid competition to stop being lazy and shady.
Just don't buy a 32:9 monitor (like the new 49'' samsung) -> this format is not supported by R3E - a shame!! Only 21:9 -> does not make any sense (Pcars2 and Assetto corsa have no problem with it)
