First - fully explore Icebound Mausoleum. In bottom part there's first new boss, after defeating it you need to go forward and you'll find a door that opens with Ceramic Key.
To get a Ceramic Key, you need to progress the quest that gives you Mud Keys that open various mud doors across the map. To start that quest head to Street of Wakes bottom right, there's a room with mud door and big circle cage in the floor. That's where you get first Mud Key. After that visit all mud doors. In order to find them... explore the map properly I guess? There's totally a long walktrough on YT already, so if you really struggle with that - watch the video and search comments for timestamps if there's any. But anyway.. after visiting all mud doors, you'll get a Ceramic Key eventually in last of those doors. Now return to the door in Icebound Mausoleum and open the door, that leads you to a cutscene when you first obtain Mea Culpa. Though it's immiadetly taken by second new boss, so you need to pursue him to Santa Vigila, another new location, you can get there from a room where you obtained Veredicto (in Sacred Entombents west). Close to first Prie Dieu in Santa Vigila there's a door with red ribbons, that opens after you've lost Mea Culpa, so head there and there's a second bossfight. Defeating the boss results in obtaining Mea Culpa again, and now it's usable.
Honestly, just be more precise when exploring and you'll find everything by yourself, but if this poem gonna be of any help to you... good luck!
