is there a NPCto unlock tier2/3 weapon upgrades?

still at tier 1 upgrades on weapons after the 3 guardians. Also apart from statues i haven't found any actual weapon level upgrades, maybe they don't exist in b2. Feels like it's quite a bit easier than b1 if i remember correctly and map is smaller as well.

You have to find more weapon memories. They look like the statues holding the weapons. They're sparse before the second half of the game.
