Do progression locks you out of quests?

In the first game it annoyed me to be unable to finish some quests because I did something else before that. Is this still a thing in this game?

There's one quest that's failable if you don't do a thing in the correct order. It's the old siblings quest in the Palace of Embroideries

Well, I couldn't complete the quest because I got the old lady her quest item first and not the old man.

Can you elaborate on this? I don't think I saw either of these during my visit.

They are in the center of the map in the palace, just a floor above the central room, two screens before the rightmost Prie Deu

The one you give the item to blocks out the other one, just FYI. I gave the brother the shawl and the sister just has dialogue about how she can't hear him anymore.

There's an achievement for reuniting them and you need to please both of them to get both the figures

The achievement is for equipping both the figurines, you can get the other on from another merchant that sells the ones you miss out on. (this includes the figurine for the other 2 weapons)

You mean the merchant in Streets of Wake? I bought everything from all the vendors in the game and still missing the figure for the old man.

He sold the one I was missing, but I found him after already having gained the statue for the old woman, maybe it doesn't work both ways? I don't see why it wouldn't though, I turned in the quest item for the man, got the statue of the woman and then bought the other one from the merchant just fine.
