I've beated meat pit, meat pit with avoiding last fight and meat pit in NG+. And I still haven't this guy.

Hmmm, I got it yesterday after beating meat pit normal for the first time. I don't know what else triggered the unlock.

you have to be in the beta of the game to have him (for now) and his animations aren't finished yet.
