Then again SteamDB does have a listing for LSW2. Maybe it was planned to be on Steam? There are no packages or Token's related to it so maybe one needs to be found? Considering it says it's release date is 2009 though, that quite late to release it on Steam when TCS is already out

Still willing to agree for now that it was never digital as everywhere I look points to it never being released digitally. It would probably be pretty obvious to the LSW community if it was released digitally
Also offering games digitally is not for free - as some naive people in this thread seem to think. If there is a newer or updated version of something available and keeping the old stuff online costs money any real world company that want's to stay in business will get to they point where they think about cost optimization. Offering digital as well as physical media is no charity. It's business.
Btw. the LSWTCS for PC released physically in October 2009 with two years delay to the console versions and I can't imagine it was out on STEAM before 2012/2013 or so. Early LEGO games for PC where physically released budget titles. To my knowledge the first LEGO game to actually launch on STEAM was Marvel Super Heroes in 2013. And that's when they also started selling much more expensive and getting tons of DLC. So not sure about this LSW2 entry... Maybe they confused it and actually meant Saga?
Again there may not be a guarantee, it cost them almost nothing, due to the methods used to install.
