I have tried exactly what you said many many times, but the controller does not work.
I've downloaded the file several times but to no avail.
When I choose "disable steam input" in the Properties at Steam the controller goes completely dead.
When I choose "enable steam input" or "Standard settings" the controller making flickers all over the place when moving the handle (both visually and aurally). The issue must lie with the file from Konkyo. I don't even get any inputs from the controller when running just the konkyo-program before starting Steam and JR East.
I don't know what to do..
Please check the file on the previous site after clearing the cache once.

I can use it comfortably in the above environment.
When running the konkyo program it does not detect the controller.
Windows detects the controller (as a generic usb controller) but not the Konkyo program.
I have tried to email the support at konkyo several times but the mail bounces back as "undelivered"
It seems I'm out of options with this controller.
2. Go to Start menu, type "Setup USB Game Controller" and open it, can you see the Windows has recognized the controller plugged with name "Generic USB Joystick" and Status "OK"? If so, select the controller displayed, click "Properties", go to "Test" tab, can you see the controller Axes / Buttons status?
If both doesn't work at any PC, it probably is the hardware problem...
The notch status display is not changing when I move the controller handle.
Windows recognize it as a "Generic USB controller"
When I go to the test tab under "Properties" (in windows) and move the controller handle, the only thing that react on screen are the numbered buttons. Some of them light up when I move the controller handle. When I push the yellow, white, black buttons on the controller I get no reaction. Also no reaction when I move the Forward/Neutral/Reverse switch.
The picture on Konkyo site show the Interface program: B1-B7 marked in orange and Reverser is marked FORWARD in blue, and buttons 9 & 10 marked in red.
When I start the interface program the only thing marked is Reverser NEUTRAL and Notch status N. Both in yellow.
They don't change when I move the notch handle or press any buttons/move the switch on the controller. It's if as the interface program does not recognize the controller at all.
I can't get the controller to work.
So frustrating that a completely new/unused controller doesn't work.
I see no option than to give up on this now.

One download detects the game when launched, the other one does not:
Konkyu.DenGo.SanYingControllerInterface_v3.1 - detects the game under "Connected Application", while Konkyu.JRETS.DenGoControllerInterface_v2.1 does not.
Maybe that's why you're not getting your controller to work?
After removing the game pad, the controller works fine - except those 3 independent buttons, they do not work in game at this moment.

Same problem here.
The problem was found last year and it was resolved by removing Avira antivirus, however, it happens again recently - not only the "Konkyu.DenGo.SanYingControllerInterface" but also the test program "Konkyu.Bvets.SanYingControllerMonitor".
Although Konkyu.DenGo.SanYingControllerInterface can recognize JR East Train Simulator when the game is started, it does not respond to any input.
Still trying to figure out the root cause, maybe it's due to windows update? I just updated my windows 10 to 22H2 recently. Since the programs will access memory directly, I'm not sure if the function is blocked somewhere by windows security.
