Pistol loses extra damage at Level 3
At level 2 the pistol can one shot headshot the weird looking melee robots with a lot of health. At level 3 it takes two shots. At level 2 it takes two body shots to a normal grunt or shotgun grunt and at level 3 it takes three body shots.

Losing the one shot headshot on those melee bots really really sucks and the belt doesn't even feel like that big of an upgrade. The level 3 upgrade text does not mention sacrificing damage as well, I would definitely not take it if I knew about that part.

I just tested this on endless mode. Floor 5 I had the level 2 and confirmed my numbers above a few times over, Floor 6 I upgraded and confirmed my numbers above several times. Additionally, I had this suspicion in the first place because I noticed during the story mode when the pistol stopped one shotting everything to the head so I'm pretty sure it happens there as well.

Edit: Just did an endless run and picked up the shotgun. When I got it to Level 2 I noticed that it was shooting much faster than I'm used to (and I spammed the level 3 version a lot in the hard and insane modes). Pretty sure the level 3 shotgun has a slower rate of fire. I think at level 3 without loading extra shells for double-quad shots it does the same amount of damage as the level 2. So I think this one is a downgrade as well since the overloading feature is mostly useless (you can't even overload before a boss fight!)

In the demo the pistol lvl3 was too OP. "Inifnite ammo too stronk." So we balanced this way, so you can just not upgrate to lvl3 if lvl2 fits more your style.

This is definitely what I will do in the future.

If it's not too late to throw out a suggestion I would say just remove most of the infinite ammo upgrades. Make pistol level 2 return ammo to the cylinder on headshot kills and level 3 gives extra damage to the head and to bosses.

Railgun level 2 could instead give an increased splash radius (level 3 rate of fire bonus may need to be reduced), Rifle level 2 could just be a drum mag to go with the rate of fire bonus.
