Hah found this thread after getting stuck here for a couple of minutes and figuring that it was a common bug. No V-Sync needed, this one did the trick!

It's very frustating to not be able to do a simple jump because of a bug
That didn't work for me, and I had v-sync on literally the whole game.
Interesting. I eventually was forced to holster my weapon to make it work. Granted even then it still took several tries, but at least I didn't have to quicksave right before that jump, and then reload the save....
Yeah but you also have to know WHICH v-sync to turn on. For me, I had to do it via the nvidia control panel. The game's v-sync didn't work.
