sliding puzzles are one of those things that you either know how to do or dont and kind of make for bad puzzles in games. I grabbed a screenshot of the solution for you, the best thing you can do is follow this and do it in this order, making sure not to touch them once you finished them
1. assemble the top row
2. assemble the row 2nd from top
3. assemble the row 3rd from the top
4. assemble the rightmost row
5. assemble the row 2nd from the right
6. assemble the row 3rd from the right
7. this leaves you with a 3X3 area you need to do, with a little moving around you should be able to get it, remember the void piece is the top right of the bottom left 3X3 (the piece with no dragon on it in the picture

thats a picture of the puzzle right after completing the first phase and the start of the 2nd, the overall rules I gave above still apply, work from the top down untill you have 3 rows left, then right to left untill you're on the final 3X3, the void goes in the bottom left corner
