If so, how accessible will it be and will official tools be released for it?

PS - please consider adding some mod support or workshop support at some point after release, modding helps keep games alive and this game concept will get expanded on very well by the modding community
(will you be able to cut an enemy in half with a laser or harpoon them to a wall? or if you choose take up a crossbow, longbow, or short bow and go medieval)
Also a Tank would be fun I think. That or a Harrier Jump Jet or F-35B.
Also if you do mod support, DO NOT go with mods.io, it's a tyrannically-designed system that, while undoubtedly simpler to implement for developers, will inevitably result in mods being pulled in what'll only ever be an undeniable show of developer overreach. Workshop is better, but Factorio's option of having their own mod portal website you can access via browser and an in-game menu where you download and update directly in-game is the best option that exists online. Combined with Factorio and Comsoteer's ability to automatically sync your mods with the person's lobby you're joining (including subbing to mods in Cosmoteer's example as it uses Workshop, or downloading them and activating thme in Factorio's case), mod support will indeed by highly powerful, especially if the devs have intention to contributing to the modding scene on the side like some on Factorio's staff have done, all that will be the start of a great developer worth passion and time.
Mod.io is, on the other hand, just a complete slap in the face, it's defined best as "you will own nothing and be happy" which'll also go against the spirit of the game, I imagine dystopian-level corporate overreach will be in the apocalypse's backstory, it's a very believable approach to one I think, Mods.io is emblematic of said overreach, so please don't use it.
