Is the desert laser supposed to be misaligned?

I completed the desert ruin and the laser is pointing horizontally over the island and out to sea. It hasn't unlocked any of the locks. Is this a game-breaking bug or am I just missing a step?

Misalign is not a bug, but it shouldn't just shoot over the sea. Try following it.

For anyone else seeing this: the beam is supposed to do this, it is itself a puzzle, you need to figure out how to fix it. Where is the beam going now? Anything interesting along its path?

It's suppose to happen. Follow it and see why it is doing it.
