Edit: Looks like genofroprez answered us, cool.
I had the basic idea of the solution right, but apparently the reason for that behavior is that you can't redraw over lines you've already drawn (same as when you're drawing on one of the grids) so the windmill doesn't let you back onto the same corner because technically you've already drawn a line there. (It seems fine to move the cursor back and forth over the same area as long as you don't leave that area, but as soon as you leave that strip and then try to come back, it will no longer let you.)
Found another way of doing it with the same basic idea. Thanks again.
