Honestly, I don't know just know that in a few cases as soon as I played final audio log, or finished the last non-main course puzzel, the laser started color changing. That is assuming I had the laser active aleardy. The Town laser was color changing before I finished the Challenge and could do the Eclipes environmental puzzle.
As far as 'area' I just use that loosely, I just figured if the extra stuff was causing the lasers to color change it would kust go to the closest laser.
{edit} After loading a save file with just the panels solved, I can rule out environmental and audio logs. The lasers were color changing, and in the same way mine were. That said in order to get ALL the panels you have to "solve" in the video panels, and play through the endings/
Maybe, I'll try a play through just activating the lasers and see what happens.
As for the laser coming from the Symmetry area, I think it too changes color, but it's a more subtle change between blue and green and since you can't view that laser up close like some of the others, it's harder to see and appears like it's a static color.
