Moving The Quarry Ramp

The control panel for moving the ramp in the quarry building with the cranes us up on a platform. You need the ramp itself to get up to the platform to use the control panel. So if the ramp is at the far (water) end, which is where it must be to solve the main puzzle, how can you get the ramp back to its start position? The ramp looks like it has to be moved in order to solve a couple of environment puzzles, but the control panel is no longer accessible. Is there a way round this?

Right after you move that ramp and it allows you to reach that last set of puzzles there is a 1 line panel that opens the gate blocking your way to the ramp moving panel.

It's right next to the first panel with the 3 green stars and 1 purple cancellation symbol.
