EU1 region covers following countries:

Albania, Andorra, Austria, Belgium, Denmark, Finland, France, Germany, Ireland, Liechtenstein, Luxembourg, Macedonia, Netherlands, Sweden or Switzerland

EU2 region covers following countries:

Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Greece, Hungary, Italy, Malta, Monaco, Montenegro, Poland, Portugal, Romania, San Marino, Serbia, Slovakia, Slovenia, Spain, the Vatican City, Estonia, Latvia or Lithuania

As far as I remember when it comes to bigger indie games only Talos Principle devs priced their game properly in EU2.

This is not about the 5% but about a poorer region forced to pay the same as richer ones. Heck, we even pay more than people in U.S.A.

Valve separated EU1 countries from EU2 ones for a reason, a reason ignored by almost all devs/publishers.
