I pretty much only use balloons when I have way too much supply anyway and want to more accurately bomb the enemy^^
But at the same time I do agree with you that as it stands balloons are too fragile. Maybe make it so that balloons can destroyed with upgraded artillery (similarly to how you have to invest into balloon hunting mission in case of aircrafts)? That way one side could specialize in aircraft, while the other could specialize in artillery, leading to more diversity.
Or make balloons dirt-cheap.
Or reduce the range of artillery and break battles into two phases: in phase one you deploy artillery in initial positions you have. In phase two you can update the position of artillery, depending on which points you took or lost. Each phase could last 15 minutes.
Thoug I agree that they are very costly and are near worthless against human players.
evertime i took a peek at the multiplayer lobby it was always completely emptey.
