The way it works is terrain never prevents projectiles from reaching, however it can block LOS of infantry units. which makes it technically possible to make it matter but next to impossible when balloons etc are a thing.
Idk if i'd say the game does a good job with company-scale battles personally, however i expect if a mapping tool ever drops (which i suspect, after all it's the next logical step after workshop support and petyroglyph has shared mapping tools in the past) we'll see a lot of bigger maps made by the community.
Which would be neat, i think the game would benefit from them.
