Please add an option to select how long it takes for the tool tips to appear

The default is way too long for tool tips to appear, at least for me. Please give us an option to set how long of a delay there is from when you put your mouse over something and the tool tip appears.

I like them to display much faster. Lots of games give you the option to set the tool tip delay. Please add this option.
