F.E.A.R. - Bad Stuttering - RESOLVED

PC Specs:
MBO: ASUS F2A55-M (Win8 Ready)
CPU: AMD-A8-5600K 4.3GHz Quad-Core (APU:7xxx Series)
GPU: AMD/ATI HD6570 (2GB Core Edition) [~5.8GB in Dxdiag]
RAM: 8GB PNY 1333Mhz DDR3 (2x4GB)

Internet:
Brighthouse (10Mbps:D/1Mbps:U)

Problem:
When randomly playing the game, the gameplay goes from buttery smooth to stuttery. It doesn't appear choppy, it just stutters, as if the framerate has dropped to like 25fps or less. Even more strange, let's say I quick-save and I play a scene, and it gets really stuttery. I have to fully exit the game, and reload the quick-save, and that same exact scene will play buttery smooth but then the game will just get stuttery again later on.

Things I've tried:
1. Updated all latest drivers for video card (both built-in APU and dedicated GPU)
2. Disabled AMD Dual Graphics (CPU's APU and GPU work together via Crossfire)
3. Ran all supported & non-supported Resolutions (800x600, 1024x768, 720p, 1080p, etc)
4. Ran all preset Performance & Computer Modes: Minimum, Low, Medium, High, etc.
5. Uninstalled & Reinstalled Game
6. Verified Game Cache Integrity
7. Verified ZERO downloads in background when playing.
8. Scanned for Malware or Spyware, etc that might be hindering system performance.

What I know:
This is the only game being affected by this issue. I run other Steam games and have ZERO problems (Half-Life 2, Lost Coast, Multiplayer, Warframe [Single Player & Multiplayer], Final Fantasy XIV: A Realm Reborn [non-steam], Call of Duty Black Ops [non-steam].

Please help. It was my Halloween plans to sit back, relax and enjoy this game tonight, the entire F.E.A.R. Collection actually, and now I can't even enjoy a super old game.

Basically what the guy said above:

Go into the Start menu and type in: "Device Manager" and hit the "Enter" key.
From there, choose "Human Interface Devices".
TO GET the BEST PERFORMANCE, DISABLE ONLY "HID-Compliant Device", NOT "HID-Compliant Consumer Control" OR ANYTHING ELSE.

Note: for the most part, these are used for the interfaces on the keyboards, which is why there is anywhere from 3-7, any applets will be disabled until these HID devices are re-enabled.

It's usually advanced functions on gamer keyboards + mouses that are disabled from disabling these... so it's very much playable and not dangerous in any way to your OS.

Re-enable them, after finishing the game though.

I'm sorry, I forgot to close this, I opened up an additional thread back in Steam General Help & Tips and found that exact link so I closed the other thread, I shoulda did the same for this one but had trouble finding it. Thanks & Resolved!

I can confirm deactivating HID-Compliant Devices fixed my FPS issues.
Didn't really make sense as I have quite a high-end machine by todays standards.

It's to do with how they coded it.

Long story short - if you have logitech mouse + keyboard, you'll get low FPS. The only way to solve this is by doing what I posted above.

I only have compliant vendor, compliant consumer, corsair composite, game controller and system controller, not compliant device.
