I load new operation system. I move all files in "my documents". But all my progress is gone. I hate developers of that game so much...

Games are not saved in My Documents, they are saved in C:\Users\Public\Documents\Monolith Productions\FEAR

If you still have your saves, put them there instead.
This location is assuming Windows 8.1, other O/S locations bay be different.

I delete that folder. Saves must stay in steam cloud or in my documents. Not in unobvious places.

Only some games use My Documents, most do not. FEAR was not released on Steam, just added later, so it does not use Steam features like the cloud.

At least it gives you a reason to play through again, which is not so bad.

in steam set launch option put -userdirectory FEAR_User and it will put save folder in fear folder.
