Strange, for me both versions are equally smooth.
Playing the steam version right now, theirs def a difference. @240hz 200fps cap, the steam version is buttery smooth, I got hwinfo, Icue, Afterburner, Rivatuner, Voicemeeter, all going, n still smooth. Might have something to do with the Securom or the DRM that wasn't completely removed. I downloaded a "No CD Patch" to test my theory later. I'll update here on the results later :)

I just tried it with the new update and ran it through the same area the previous version had stutter issues with and it ran fine. Although the new update broke the previous fixes for the fps. Now the fps is locked to 60, to unlock it find the dxwrapper.ini in the game folder and change its fps to 0 to unlock it or the desired fps. Allegedly anything over 120 causes game
breaking issues. I've played the previous versions at 240fps no issues. Haven't played through the whole game on the new patch yet.
According to PC Gaming Wiki they both have controller support. You may need to install the echo patch to get it fully working. Looks like it was just updated as well. Links below.

(for some reason the direct link wouldn't work, just type in fear and it will bring up the page.)
