The master server that's required for original fear MP closed down in 2012.
To play multiplayer you need the next version of fear.

Download the Sec2 version, install it with the key you get from the community website when you sign up.
Then you should be hopefully good to go.
I run the community sec2 combat and have no issues, Windows 7 here.
My parents both run it on Windows 10 and it runs sweet.

Turns out all I had to do was to turn off DEP (Data Execution Prevention) for FEARMP located in Advanced System Settings.
