Picking up F1 23 (new one is out soon, mind) will give you updated cars, drivers, tracks, rules and Sprint racing. New practice programmes, new game play modes, F1 World. Whether that is worth it to you only you could say.
But then again you have Toro Rosso so probably a toss up
Lando did some gameplay and said that 24 seems to have more accurate handling than 20/21/22/23 does. So if you're going to pay full price anyway, might as well get the newer one.
Just my two cents.
I'd say, stick to 2019 if you enjoy it still, most bugs from 2019 are in 23 and mostlikely 24 aswell.
A minor improvement is still an improvement. Why spend full price on the 2023 version when 2024 is coming out in a few days?
Every racing game has bugs. That's not unique to F1.
