How to change graphics card settings from outside the game?

I changed the graphics card settings from RTX 2070 to integrated graphics in the game, which caused me to not be able to enter the game. How can I change it back? Help me Please!!!

First try delete hardware setings config.
Located in my documents, my games,f1 23
Then start game

Right click and go to properties and I *think* you add the argument
-screen-width followed by a space and then the desired number of pixels. Another space and then -screen-height and the number.
Also adding -screen-fullscreen 0 will force a windowed instance if you need it dude
