If you still can't make it up, place some towers to kill the first wave of enemies, and use the REX to launch yourself in the direction of the balcony first.
Start on that white tower, and then sprint into a triple jump up to the platform. You want to aim for the platform's railing, if you time your jumps right you'll end up on a barely-noticeable outer ledge (where I'm standing).
The only loadout requirements are Skye with Rymdskor and Plumber Shoes.
Many people (like Monkey above) recommend Trickster, but you won't use it if you follow this easy method. I actually don't know of any method of getting up there where Trickster can be used. I always welcome examples for the sake of knowledge though.
I think you can technically do this with Sweet as well, but I never bothered.
