Two questions about localization decisions [Spoilers through end of game]

I have two questions about localization decisions that I was hoping someone who reads/speaks Japanese could help me with:

1. About half-way through the story, Yakko and Mio visit a cafe where Araishi is working. Before going to the cafe, Yakko and Tsutsumi are working, and it is revealed that Yakko is not permitted to go to the cafe. Tsutsumi gives her an official police exception. When she gets to the cafe, Araishi says that Yakko is not allowed to be in the cafe. Other flavour text in the cafe reveals that Yakko has never been to a cafe before. At first I thought this was something to do with truancy (i.e. she was not allowed to go to the cafe during school hours), but school is cancelled for the day, and at any rate if that were the case you'd imagine she would have gone to a cafe on the weekend at some point. So, then I assumed that the cafe was meant to either be a maid cafe or some other seedy sex work location; or else it was intended to be a bar or pub. But the game never actually resolves this. What is the context of this? Was there are law in Japan in the 1970s/early 1980s preventing teenagers from going to a cafe? If not, I'm not really sure what the implication is. File entry 35 suggests it's just intended to be a cafe, but schools had school-based rules forbidding students from going to cafes even on their own time. This seems very odd (how would such a rule apply outside school time? Why would it have any connection to police?)

2. Seiman Tsuchimikado is introduced to the story as a powerful onmyoji. He's obviously a big part of the backstory of the game. But in the in-game files, including file 12 and file 19 refer to a different character, Abe no Seimei, as the "founder" of the Tsuchimikado clan. Is this an alternate translation of Seiman's name? An ancestor of Seiman's? Just a name that's coincidentally very close to Seiman? Seimei is never mentioned in the game proper, just in these files.

Any thoughts about either of these cases? I assume these are just minor rough edges in the localization, but interested in knowing if I've missed something.

1. In the game file on cafes it mentions that they attract deliquents, so my reading of it was students are banned from them to avoid those types

2. Yes, my reading of it was that it was an alternative name/title for Seiman.

Both localization is correct.
1. As entry 35 indicates, cafes were considered to be hangout spots for delinquent kids at that time, so many schools forbade their students from going there. It's like nowadays many bars also forbid underaged teens from entering. (I guess it depends on countries and cultures. )
2. Abe no Seimei (安倍晴明) is a famous onmyoji in real history, Tsuchimikado (土御門) is the family name given to his descendants. While Seiman Tsuchimikado (土御門晴曼) is a fictional character from the game, who is supposed be one of the descendants to Abe no Seimei. They're definitely two distinguishing people.
