Folded Vehicle Package

I found a folded vehicle package on Sunken at La Rosa Salt mine after traversing which seems to be a crane puzzle. I Cant seem to sell the package or deliver it to a base. Is this a side objective that im early too? or is this a secret to be delivered somewhere that I dont know of yet?
