Can't fill sand anymore

I have one main objective left on the second map. I just unlocked the cable puller. Also can't fill sand in either dump truck at either filling location. I can't tell if it's a bug or not. I reset the game, switched maps, and redeployed the dump trucks.

Open the map and use the filter to view the quarry. You'll see a circular area. If your vehicle is within that area, you can load it with dirt.

All I had to do was do the next main objective (connecting the gas plant and power substation with the underground wire) and the sand is flowing again. Not sure if it's a bug or just terrible game design.

It seems to be a bug. I finished the underground wire first, and after the cutscene i wasn't able to load sand anymore.

restarting the game fixed it.

I had the opposite happen, on the 3rd map my dump truck had infinite sand lol

This can happen if there's some (pretty much invisible) amount of sand is still in the dumper.
Opening it all the way and closing usually resolves that.
