No rusty vehicles available

I was playing in co-op with a friend earlier today. Come back to my own save (after porting the progress over), and I have a large amount of rusty vehicles just, missing. No dump truck, no paver or roller, small equipment mover, cargo truck, nothing. Is there a way to get them back? There's no way to get the money to buy all of those vehicles in a timely manner, and I need them for the missions.

I can see that they're in my garage when I'm on the main menu, but once I load into the game, they're not there and I can't find any method to retrieve them.

Edit: After checking the *first* mission, ALL the rusty vehicles are available there, but none are available in Aftermath. Spawning them in the first mission didn't change this.
