A DLC for a game whose only similarities are driving and trucks? Hardly. How much specialized, heavy machinery was in Mud/Snowrunner?

So, um define massive sales success. One of their games sold 101,000 units, another sold 1.2 million units. Which of these are "massive sales successes"? One of them is Expeditions, one of them is Snowrunner.
So should the devs be able to try something different? OF COURSE! Always try new things, that's how gems are created in gaming. However, they tried that with Expeditions and it didn't go well. 101k units sold on Steam isn't a massive success when Mudrunner sold over a million and then Snowrunner not counting all the DLC sold over 1 million as well. Again, your definition of massive sales success is, odd.
So yes devs can do what ever they want, 100% always, but their largest playerbase is Snowrunner players and they are always going to be looking for the next Snowrunner.
Kind of agree, but chilling? No, RoadCraft is about building roads.

What you think about it is irrelevant, you can't ask people to stop comparing, when comparison is their selling point.
Make a RC section on the SR Discord and you get people comparing, rightfully so, and the games are comparable, yet not the same, i am fine with that at large.
