what does preorder and rebuild edition actually give me
are the things promised by these things limited to them or will they be later availible as dlcs?

The description clearly states what the give you. Yes, the DLC truck will be available later, but you're going to pay extra for it.

Pre-purchase Offer
Pre-order RoadCraft – Rebuild Edition now and receive the following content :

• The Aramatsu Bowhead 30T, a tracked heavy dump truck with a 360-degree rotating base

RoadCraft – Rebuild Edition
Get the Rebuild Edition of RoadCraft and receive the following content:

• The base game
• The Rebuild Expansion, which includes 2 maps filled with new contracts, activities, and utility vehicles
• The Invictus Type A, a powerful and unique scout vehicle, available at launch

The pre-purchase dump truck is the same regardless of which edition you buy.

Yes, it is legit. You can purchase the standard version of the game, or the upgraded version. There will probably be "skins" or other DLCs later this year. I highly doubt they will put them off until 2026.
